PSC：Port State Control 港口国检查
港口国当局competent authority根据有关国际公约applicable
international convention规定的标准，对进入其港口national port 的外国籍船舶foreign ship实施的监督与控制。以确保①船舶安全Ship safety②人命财产安全the safety of life and
property③防止海洋污染marine pollution prevention
PSC一般都是由各国的海事主管maritime
administration机关来执行。
